Abstract

This article draws a parallel, without making comparisons, two models of intervention in poor areas, one in Sao Paulo, the case of Favela Heliopolis and another in Barcelona, in the La Mina. In both cases the interventions have taken the initiative of the Government and popular participation. Two speeches, two results.
