Abstract

The aim of this paper was to assess effects of municipal health expenditure on the percentage of ambulatory care sensitive conditions (ACSC). We analyzed 853 municipalities in the state of Minas Gerais in the years 2004 to 2013 by way of a fixed-effects panel model. The results showed that municipal investing on health is important to ACSC percentage variation, along with variables related to basic sanitation and specific individuals such as children and pregnant women. Results also suggest that increasing municipal health investment would not be the most efficient alternative, since it would require a relatively high increase in per-capita health investment in order to obtain a minimum ACSC unit reduction.
