Fatores críticos de sucesso em projetos de construção de obras públicas em Belo Horizonte

O uso dos modelos de categorização de fatores críticos de sucesso contribui na identificação dos fatores que requerem maior atenção dos gestores das organizações públicas e privadas. Nesse contexto, o objetivo deste estudo foi analisar quais fatores críticos de sucesso que afetam o desempenho dos projetos de obras públicas. Tratou de estudo qualitativo e quantitativo a partir de estudo de caso cujo objeto foram as obras públicas da Prefeitura de Belo Horizonte. A partir dos 36 fatores estudados, agrupados em sete categorias, aplicou-se o questionário a profissionais envolvidos em obras públicas da Prefeitura de Belo Horizonte. A análise multicritério utilizou o Índice de Importância Relativa e do Processo de Hierarquia Analítica, resultando na escala de importância dos fatores críticos de sucesso. Além de criar uma forma de elencar os fatores críticos de sucesso que mais afetam o desempenho dos projetos de obras públicas verificou-se que, apesar de diferenças entre as partes interessadas do projeto e seus objetivos, a maioria das preocupações diz respeito a questões e aspectos gerenciais, como coordenação entre todos os envolvidos no projeto, comprometimento e habilidade do gerente de projeto do contrato, disponibilidade de engenheiros e mão de obra qualificada. Esta pesquisa ressalta a importância de adotar metodologias para identificar a relevância dos fatores frente a necessidade de gestão de projetos de obras públicas. O estudo contribui quanto à metodologia aplicada e sua capacidade de replicação em diversos setores, bem como com a discussão da relevância dos indicadores para a gestão pública. O artigo ainda amplia o debate sobre indicadores de desempenho e fatores críticos de sucesso na administração pública e, em especial, sobre gestão de projetos de obras públicas.
