Governança em APL: Ações Coletivas, Cooperação e Coordenação em um APL de Software

Os arranjos produtivos locais (APLs) caracterizam-se pela aglomeração geográfica de empresas de setores específicos, com vínculos cooperativos, associados ao apoio de entidades públicas e de classe. Esta forma de organização ganha relevância pela possibilidade de obtenção de vantagens derivadas da concentração setorial e da ação coletiva, permitindo que as empresas alcancem o que Schmitz (1997) denominou eficiência coletiva. Assim, o presente artigo parte do entendimento bidimensional dos APLs, analisando o contexto institucional e as relações entre os atores. O objetivo do presente artigo compreender as relações interorganizacionais entre o poder público, entidades de classe e empresas no APL de software de Uberlândia, no Estado de Minas Gerais. Para tanto, identifica-se os principais atores presente no contexto institucional do APL, as formas de cooperação entre as empresas, entre entidades e entre empresas e entidades bem como os modos de coordenação. Metodologicamente, a análise dos dados realizada por meio da análise de conteúdo por meio de categorização com grade mista, sendo fundamentada na perspectiva estrutural e processual da governança. Os resultados revelam que o APL apresenta uma pluralidade de entidades que desenvolvem ações a fim de desenvolver o setor e percebe-se diferentes maneiras de cooperar e coordenar caracterizando-se por distintas estruturas de governanças, percebendo diferentes esferas e níveis de influência dos atores. Não obstante, a governança é caracterizada com relações menos complexas e coordenação de forma compartilhada entre os atores.
