Governance of projects in public administration: a systematic review of international literature

Abstract

The objective of this systematic review was to verify existing studies on project governance in public administration. To this end, an adaptation of the Tranfield, Denyer e Smart (2003) protocol was used to guide the execution of the review, originally with three stages and nine phases. The data were collected in two international databases, Scopus and Web of Sience. After applying the inclusion and exclusion criteria, with the aid of the EndNote® software, a sample of 13 studies was analyzed. A general characterization of these publications was carried out, in which the journals where these works were published, authors, Qualis CAPES, year of publication and form of approach are presented. Afterwards, an analysis of these works was carried out in such a way that seven main research themes were found: governance-management interface, ownership, governance structures, governance practices, quality guarantees, performance and contractual-relational governance interaction. The main contribution of this work was to have checked the state of the art on the theme and emphasized that, although this theme is not incipient, the production on it is still scarce and that there is a vast field for exploration.
