Abstract

The advancement of mobile Internet turns to be necessary to evaluate the technical quality of services provided by mobile operators in order to identify whether regulatory requirements are effectively met. This paper presents a proposal to assess the technical quality of 3G Internet signal in Porto Alegre city using two parameters as reference: signal level and download rate. We used a measuring system for the measurements of the two selected parameters, evaluating also four mobile operators in five distinct neighborhoods. By applying the Kruskal-Wallis test and ANOVA it was found that there are no significant differences between operators and analyzed quarters, according to the proposed geographic mapping. All operators met the minimum amount stipulated by the law, though none of them reached the signal level and nominal download rate which is part of the contracted plan.
