Comments on the 9613 law

Abstract

By imposition of the international communities and because of the modern world's globalization a special Law, which aims at restraining the actions of laundering practitioners, was edited in 1998. However it is important to say that penal laws are not equal, which means that each norm has been established not only to answer the expectations of the community and regulate its living together but also to reflect the will of a Sovereign State, which imposes and has its will prevailed over both our citizens and foreigner people, who either live or visit here. Therefore, whenever the external will becomes more important than the national one and is imposed to the latter, the former will bring conflict of interests throughout the country, which will both turn the efficiency of the statute doubtful and jeopardize its applicability.
