Application of AHP for Hierarchization and Sequencing of Paulista Macrometrópole Projects

This technical report has the purpose of identifying the contributions the application of Analytic Hierarchy Process (AHP) for prioritizing and sequencing public projects of the state government's project portfolio of São Paulo. The single case study method was used, based on in-depth interviews and public reports on the process adopted. The case was chosen because of the strategic importance of the decisions to be adopted to meet the development needs of Macrometropolis Paulista, complex territory where they live and work 30 million people who generate 80% of the state PIB. The results of this analysis showed that the method was able to support the decision-making process from the ranking to the sequencing of projects, and contribute to the process to be carried out with the sharing of decision between experienced people knowledgeable of the projects, which generated consensus on the outcome and lined view of the main stakeholders.
