Abstract

This article presents an analysis of the public policies about Special Education in favor of the accessibility of blind and deaf for reading. Through a documentary and bibliographical survey, it identifies the laws, decrees and resolutions regarding accessible didactic materials; describes the actions of the federal programs of book purchases – Programa Nacional do Livro Didático (PNLD) and Programa Nacional Biblioteca da Escola (PNBE) – regarding the acquisition of works in braille, amplified character, audiobook and Brazilian Sign Language (BSL); and identifies, through statistical studies, the impact of literacy and access to literate culture in the education of people with disabilities. The results shows that, in addition to the small number of accessible books acquired for the school library, the theme of the selected works is mostly confined to the issue of disability and inclusion, showing little diversity of themes and literary genres.
