On the receptive index of Brazil: an analysis of the law projects developed between the years 1947 to 2016 that treat on refuge

Wars, political persecution, environmental disasters, poverty, unemployment, among other factors, have led to an increase in the number of refugees in the world, which has become a challenge to be faced by the International Community. With this, the discussion on the issue of refugees ranks among broader themes within the international arena. The method of research adopted is the dialectic. The type of approach is qualitative. The types of research adopted are bibliographic, explanatory and descriptive. The technique of data collection is the documentary, through the Proposed Laws proposed by the Chamber of Deputies. The analysis technique used was that of content. Through the analysis of the Law Projects, the first analytical category shows the economic and political interest of Brazil in the elaboration of public policies for refugees. In the second analytical category, Brazil's purely economic interest in the protection of the rights of refugees is inferred from the analysis, placing the immigrants in a situation of extreme vulnerability through the delay in the immediate access to the granting of refuge. Finally, in the third analytical category, there is concern about trying to prevent the permanence of refugee individuals who have committed some type of illicit, as well as the close relationship between immigration policy and criminal policy.
