High schoo l in Brazil: universalization of access and working conditions

The article aims to understand the limits and perspectives to the universalization of access to and the working conditions of teachers in high school. The discussion was held on the basis of educational indicators listed on the social quality, especially the Net Frequency Rate and Teaching Effort, and the goals of the National Education Plan (2014-2024). Data analysis explains the context of the proposed 3 goals, 17 and 18 of the said Plan and highlights challenges related to the universalization of access and working conditions of a teacher in high school. Suggests that the problem of social quality of high school will not be settled with the curricular proposal in the law easing 13.415/2017. The leap in quality will be given with the registration of all young people, especially those from 15 to 17 years, in the last stage of basic education and the transformation of teaching in a socially attractive professionDownloads
