Abstract

This work reveals the relation between management and financing of intermediate schooling in the Brazilian state of Mato Grosso do Sul between 1999 and 2002, when the educational proposal “The Guaicuru School: Living a New Lesson” was implemented. In order to reveal the relation between management and financing of intermediate schooling in the state, verification was done on legislation, educational projects and programs at the federal and state levels, as well as on documents produced by the State Secretariats for Education, and for Management and Control that oriented the state’s educational policies during this period. It was found that the relation between management and financing of intermediate schooling resulted in the materialization of an educational policy that was unable to reverse the historical imbalances of social exclusion at this level of fundamental education in the state. Thus, although the proposal was presented as a pedagogy of counter-hegemony, the practice materialized by this educational policy did not effectuate this presupposition.
