Special education: discussion about the 1988 Federal Constitution and the 1989 Constitution of Minas Gerais

The present work presents, in a comparative approach without contemptuous valuing, an analysis on special education. The 1988 Federal Constitution and the 1989 Constitution of Minas Gerais State are the references. Not only the constitutional texts were considered, but the national legislation as a whole: correlate and complementary legislations such as the 1996 LDB, the Child and Adolescent Statute, the National Plan for Education, among other normative documents of national amplitude. It is important to highlight the complementary function which becomes evident whilst analyzing Brazilian legal texts, mainly when such analysis is considered in the level of the Brazilian federal states. The Constitution of Minas Gerais, for having administrative autonomy respecting the federal constitutional rules, advances in some points.Downloads
